Managing Uncertainty for Environmental Decision Making

8:00 am - 8:30 am       Introduction
This module briefly discusses the DOE NAMP mission to institutionalize the DQO Process throughout the DOE complex and provides an overview of the workshop. The basic theme of workshop is:
  Do it! (Get the job done.)
  Prove it! (Document what/why/how.)
8:30 am - 9:30 am       How many samples do I need?
Sampling and analysis methods are used to estimate the true condition of site. However, estimation introduces uncertainty into the decision-making process. This uncertainty can be managed through planning so that you can "do it and prove it" efficiently and effectively.
9:30 am - 10:15 am      Historical Development of the Data Quality Objectives Concept
The concept of "Data Quality Objectives" has changed over time. This module illustrates the historical development of the Data Quality Objectives concept from the PARCC parameters to a scientific process. The PARCC parameters don't really help you "do it and prove it," but a well-structured and time-honored scientific decision-making process will.

10:30 am - 11:00 am     EPA Inspector General Audit Reports
This module summarizes the findings of three different EPA Inspector General Audit Reports, all of which highlight the need for the Data Quality Objectives. The Inspector General identified problems and deficiencies that occurred when the Data Quality Objectives process was not followed and noted that Hanford has made some real progress towards a solution.
11:00 am - 11:30 am     The Remediation Process and the Scientific Method
A high level view of the entire remediation process is presented, and parallels between the scientific method and the remediation process are discussed. A key point is that a process based on the scientific method results in defensible documentation - evidence you need to "prove it".
11:30 am - 12:30 pm     Lunch Break
12:30 pm - 2:00 pm      The 7-Step DQO Process
This module presents the 7-Step DQO Process in detail. Each step is discussed in terms of the information that is needed to begin the step, the actions that need to be performed, and the information that is needed to conclude a given step and begin the next step.
2:00 pm - 2:15 pm       Break
2:15 pm - 3:00 pm       ERC DQO Process Flow Chart
The process flow diagram for implementing the ERC DQO process is discussed. Pivotal elements of this process are getting the key decision-makers involved both early and often, and keeping meeting times to a minimum.
3:00 pm - 3:30 pm       The DQO Electronic Template
This module briefly discusses how the DQO Electronic Template is structured and illustrates how it brings all the needed information to the user's desktop.
3:30 pm - 4:30 pm       Visual Sample Plan Demonstration
The development of a sample plan involves evaluating trade-offs between decision error, sampling costs, and remediation costs. Visual Sample Plan software provides a quick and easy way to visualize the impacts of various sample designs.
4:30 pm - 5:00 pm       Question and Answer Period
